Yes. Even if there are 3 ppl in a batch, all 3 can become cfc. Saw it before.
Batch means same ppl going to ORD at the same time lor

theres a quota in each division that only 30% of all nsf in the division can become CFC. maybe ur coy/unit taking quota of other units lol.

my understanding is a formation thing.. but maybe is a division thing, can't confirm

I hear that the quota is around 20%-30% of the CPLs in the same batch under the same division or formation.
