For those of you who have moved house already, do you need to inform the various govt ministries i.e. CPF board, IRAS, etc separately? Or is there some kind of central database whereby once you update there, all govt agencies will have your new address?

You can change it at any police post and all govt agencies will be updated. You need to show them proof, like HDB purchase agreement or SP utility bill.

ICA - Update Change of Residential Address in IC (For Singapore Citizens / Permanent Residents residing in Singapore)

Update Change of Residential Address in IC (For Singapore Citizens / Permanent Residents residing in Singapore)
Time Frame for Reporting Change of Residential Address

Under the National Registration Act, an Identity Card (IC) holder is required to report his/her change of residential address within 28 days.

Participating government agencies and statutory boards will then be informed of the change in address through the One-Stop Change of Address Reporting Service (OSCARS).

How to Update your IC with the New Residential Address

You are required to produce documentary evidence that is addressed to the full name of the NRIC holder at the new address before your IC can be updated with your new address.

The list of documents which can be accepted as documentary evidence for reporting a change of address is tabled below:

S/N Documents of correspondence deemed acceptable Date of issue of document
1 Telecommunication / Internet bill Within the last 3 months
2 Service and Conservancy bill from town council Within the last 3 months
3 Utilities bill from Singapore Power Within the last 3 months
4 Cable TV bill Within the last 3 months
5 Credit Card / Bank statement Within the last 3 months
6 Insurance bill / statement / letter Within the last 3 months
7 Tenancy agreement for residence Within the last 3 months
8 Bill / statement / letter from HDB Within the last 3 months
9 Bill / statement / letter from IRAS (e.g. Income Tax, Property Tax, etc) Within the last 6 to 12 months
10 Bill / letter from LTA (e.g. Road Tax) Within the last 12 months
11 TV / Radio license bill Within the last 12 months
12 Statement / letter from CPF Within the last 12 months
This is a security measure to prevent errant IC holders from falsely reporting changes of addresses. For you, the IC holder, this requirement will help to prevent errant IC holders from reporting your residential address as their own.

If you have the required documentary evidence
(i) You may proceed to ICA Building, Level 3 Citizen Services Centre or any of the Neighbourhood Police Posts/Centres to update the change of address in your Identity Card (IC)

The ICA or Police officer will then verify the information on his print-out with your personal particulars against the documents produced.

Upon successful verification, the old address will be obliterated by cutting grooves across it by using a special metal inscriber. It will be further marked out with permanent ink. A sticker showing the new address would then be printed and pasted onto your existing IC.
In the absence of documentary evidence
(ii)

you will have to submit an application for pre-notification letter to ICA via the Online Pre-Notification of Change of Address (OPAD) e-service for us to mail a letter to your new address within 7 working days. This can be used as the documentary evidence.
Within 14 days after receiving our letter, you may proceed to the following venues with your current IC and the letter to update the change of the address.
i) ICA Building, Level 3 Citizen Services Centre, IC Section
ii) Neighbourhood Police Posts (NPPs) / Neighbourhood Police Centres (NPCs).

The ICA or Police officer will then verify the information on his print-out with your personal particulars against the letter that you have received from ICA.
Upon successful verification, the old address will be obliterated by cutting grooves across it by using a special metal inscriber. It will be further marked out with permanent ink. A sticker showing the new address would then be printed and pasted onto your existing IC.

About One-Stop Change of Address Reporting Service (OSCARS)

The One-Stop Change of Address Reporting Service (OSCARS) system informs participating government agencies and statutory boards* of your change of residential address so that you can receive mail from these agencies at your new address.

*Please note that as several agencies impose a shorter reporting time limit, you may wish to refer to the List of Agencies under OSCARS and Reporting Times to adhere to the required time limit. For example, if you own a vehicle, the Vehicle Registration Unit requires you to report your change of address immediately.

Informing other non-participating OSCARS agencies after updating change in address in the Identity Card (IC)

As OSCARS only updates your residential address and not your mailing address, you are still required to inform your correspondents (including private institutions and non-participating government agencies) of the change in address. Alternatively, you may wish to apply to Singapore Post for assistance in re-directing mail from your old home to your new address.

Thanks for the info. So as long as I go NPP to get my address changed on my IC, the police officer will auto register the change under OSCARS or I must request him to do so?

On a slightly different note, anyone here tried Singpost's mail redirect service before? Is it reliable? Thought of having it for maybe 3 months or so after I move just in case.
