I don't think good and professional are othorgonal not that all professional must be good, but I think TS could be expecting professional infers competency and hence somewhat good

if the orthogonal choices are cheap and good/professional, then it should be a rather slow or lengthy project.

I think you misunderstand. There are 3 properties here: cheap being one, good being the other, and having a professional UI/UX being the last one. Else, "choose 2" would be a redundant statement.

Hence, I do not imply that good and having professional UI/UX are orthogonal - you can have them both, but it is not cheap.

Good, Cheap, and Fast are orthogonal choices having choose 2 out of 3 contradicts the other. My point is Good and Professional are not contradictory but rather complementary. Because if one can afford to have Professionalism, there is a sufficient amount of Good in it. Hence that doesn't makes 2 choices, but rather just all 3 being chosen. Thus Professionalism and Cheap, doesn't make Good a hard choice to add in, since there is already Goodness within Professionalism, so you are getting Goodness for free when you choose Professonalism and Cheap

Hence originally Good, Cheap and Fast are not just any 3 properties. the philosophy behind the 3 choices are 2 of them makes adding the third unrealistic. Which is why it has to be a choice of 2 out of 3

Why not TS lists down his requirements and his budget, so that freelancers can estimate the efforts required and whether to take up the project?

the good ones would have already gained experience and working on full time jobs. unless you can pay more than his monthly salary per hour, i don't think you can get the ideal candidate you need.

you can try to students who are close to your requirements, then you can hire them "cheaply".

For students, the good ones have many options too - from interning at tech giants like Google or Facebook (with insane internship pay), or doing Google Summer of Code over the holidays (with a hefty stipend, as far as cheap employers are concerned), or running their own startups (NUS and NTU has tech startup communities), or boosting their portfolio with open-source projects.

Hence, the perceived tech talent shortage (as far as cheap employers are concerned, anyway).
