Cheapest plan for high outgoing call usage

Hi all, is the sim only plan by Singtel offering the cheapest high usage for outgoing in the market?

Basic plan $20 - 3gb data, free incoming
+ $10 for 800min
+ $15 for unlimited call

So for $35 I can call unlimited?
Some more no contract right
