You should find out where will have trees in bloom when you can make it.

The way the geography works out, you can find some as late as mid to late May.

April is usually quite safe. Late March could be too early but then again, it's hard to say now also.

Toyoko Inn should be less than S$100 for 2.
Save the money for food / purchase etc .

Sakura seasons are quite unpredictable nowadays...since it is dependent on the weather conditions. It is way too early to predict sakura season for 2016...since a more accurate prediction will probably be out some time in Jan 2016, I guess.

Usually, the best time to visit Sakura season for Tokyo is probably last week of March to 1st week of April.

But then, back in 2013's sakura season where I happened to be at Tokyo in mid-March, the sakura season started 2 weeks early due to that year's weather (sakura season started officially at around 16 March for Tokyo) and there was quite a few days of heavy rain and wind (which blew off most of the petals of the sakura) and therefore the sakura season for that particular year was pretty short.
By the time I was leaving Tokyo at end March, the sakura trees at Ueno Park were already pretty bare.

I was lucky, since I wasn't expecting to be able to catch sakura season at all for that trip, because I thought that mid-March will be way too early for sakura to start blooming.

So it really depends on your luck.
