if they say full bloom on 9 Apr eg. how long they take to wither?
Depends on the weather. If lots of heavy rain and strong wind then they fall quicker. But in general I guess by ~one week after full bloom it'll be peak petals dropping season :s13:

Normally once peak. can last few days to 1 week. Depends on weather, if unlucky big rain or big wind then it will be over.

But now estimation is still very early so the date can change anytime.

But if purpose is to see sakura, i think ideally u need to have a lot of time and leave to put big spread over the date. Meaning spread of late March to early April 2 weeks then confirm can catch it even if forecast change in Kyoto.

In Tokyo, certain garden like Shinjuku Gyoen got different type of Sakura which peak at different timing. So even if u miss the main sakura peak u can still see some late peaking Sakura.

For Sakura, if u miss the Tokyo peak season, then alternative is to go upwards to colder area like Tohoku Fukushima or Hokuriku area Kanazawa got nice Kenrokuen or Kawaguchiko which peak 1-2 weeks later than Tokyo? Hokkaido is a bit late in May already.
