b) Confirm cyclist break rule = Argue about how the cyclist very poor thing and should give 200 chances.

c) Confirm many cyclists break rule = Rule is wrong, must change rule to allow cyclists to do whatever they want.

someone seems to be saying cars cause more jams... but surely no one will wait until the number of cyclists is closer to the number of motor vehicles on the road, because likely they will start crashing into themselves and then we can see the usual, cyclists try to blame others, including their own cyclists
