The biggest blame out of this fiasco is on KMT. KMT's messy primary with Guo had caused him to bear a grudge and yet they never tried hard to make amends with Guo, assuming that he would be a non-factor as long as they could manage to partner with Ke. But they seem to forget that Ke and Guo could partner together and this is exactly what happened, with Guo humiliating KMT at the conference.
