Majority of the world doesn't have diplomatic relationship with Taiwan due to One China policy. So most countries of international organizations dun invite or even welcome Taiwan Head of state or representatives. Even if they do allow taiwanese to attend or visit, it's usually on personal basis.
During LKY funeral, Ma had to come earlier 1 day before LKY official funeral started, and he came as a close friend of LKY and not as Head of state of Taiwan.
That's also why Ke and Hou can go Washington and Lai can only visit the state close to it, because officially he is still VP of PRC. So in fact in Taiwan unique situation, it's best to attend International meetings or diplomatic relationship on a personal basis due to China's sensitivity

I am responding to his point about VALUE.
I am aware of the international relationship between tw and the rest of the world.
I recalled that Eng Veg visited US a few months ago as a Head of State.
And there are still some countries with diplomatic relations with TW.
Dun forget that Hou and Ke P also came over to SG Inc to talk to some of our ministers a few months ago.
So, it still can be done.
Just that they need to manage it as you have shared.
