I really don't think that's the point LTK is making. He isn't implying that there were missing monies, or that there must be something wrong if PE was running a deficit.
Rather, he is saying that CC and TCH gave a misrepresentation of the state of PE's account To the press. Hence, PM had no rights to imply that WP's candidates were of "inferior quality or integrity".
Or at least I think that was what he meant. Hahhaa. =P
Yes, in context, LTK wasn't questioning the deficit itself. He was referring to TCH who said P.E. was in surplus when WP took over and accused WP for the deficit. LTK was merely clarifying. Of course he put it dramatically and forcefully.
So those who accused LTK about not raising it earlier in parliament are totally mistaken and read the situation out of context. LTK is a completely clean and above board politician and doesn't need to resort to dirty politicking, unlike some in the PAP camp.
