It depends on your case air flow as well as thermal paste used.
For me it was used to cool Intel i7 9700k using Noctua thermal paste
inside CM CM690 III case.
Idle temp is around 40 degree, load wise hover around 60 - 70 which is not bad.

I was hoping I can improve CPU performance with PBO by changing to a better CPU fan

The 2 HS i mentioned are the more popular one and tested by various people to be among some of the best air cooling tower HS out there. They will be improvement over your current HS.

Meaningful or not really depends. What is the trigger that made you want to upgrade the cooler? You can drop temps with a bigger air cooler, but that does not mean it is meaningful. Especially if the existing cooler is able to keep the temps below 80 degrees under load, I think it is doing a decent job. Even if you can drop it to 70s with a bigger cooler, it won't make much difference. Only benefit will be the fan being quieter since it does not have to speed up.

I've got a chance to test the Scythe Fuma 2 (earlier version) vs a bigger BeQuiet Dark Rock 4 Pro, and I feel the former is a better buy. It is firstly cheaper ( I think I got it for about 60+ after discount many years back), and secondly, it is just a couple of degrees hotter than the Dark Rock 4 Pro. It is smaller, since it uses 120mm fans, but the smaller form means less obstructions with the connectors, RAM, NVM-E SSD slots, and also the GPU slot.
Other cheaper heatsink fan to recommend is the ID-Cooling SE-207XT. It is decent, but the fans can get little louder than the Fuma 2. But do take note there is no native LGA1700 support, but AM4 and I suppose AM5 should be fine. Not too sure about the price now, but I think I got it for 60+ as well on Lazada some time back.

I can't seem to maintain 144fps @ 1080P on dota2 with a Rtx 3060 ti. I did some research online and found that it's a very CPU intensive game, so I was hoping to squeeze a little extra performance from my Ryzen 5 3600x with a better cooler

FYI Ryzen is very picky with RAM choice, not sure what type of RAM are you using with the Ryzen 5 3600x.
Recommend RAM kits will be Gskill Trident Z Neo which is optimized for AMD Ryzen.

Dota 2 is a online multiplayer game, Ryzen based PC will do fine.
One thing is if you are using Wireless, can try LAN cable or get a better Wifi card.

Why not just upgrade to 5600 / 5700?

You should first determine how hot is it running. The 3600X actually don’t need some fancy cooler, and I am pretty sure a Hyper 212 is more than enough for it. The problem however is more because the CPU is the bottleneck in 1080p, and not the GPU. The game itself is not GPU intensive to begin with. So the better the CPU, the higher the FPS.
