Could not connect to Apple Pay

usually when you restore iphone during setup it will prompt to add card but now it doesn't
after setup done it just can't add new card in wallet. will keep prompting "Could not connect to Apple Pay"

You might have turned off Apple Wallet in Mobile Data.

Go to Settings>Mobile Data, scroll down to look for Apple Wallet and turn it on.
