For small businesses and individuals looking for static web page hosting and custom domain email? Not expecting heavy traffic.

Do cloud or VPS have anything cheaper to offer?

shared hosting would be the best suited and cheaper also, based on what you stated above. u can upgrade to VPS/Cloud when you grow.

cloud/VPS is the same thing. just a different term and a slight difference

You can try using Google Cloud if you are more technically savy, quite easy deployment using the App launcher

Any good hosting to share?

I use hostgator. Go to bitcatcha.com and test the server speed of the web hosts. Hostgator in general's time to first byte is amazing. Used to use GoDaddy and 1&1. The latter is too laggy. Also, hostgator has 24/7 live chat support.

I have a few VPS.

If you are good with Linux, you can get those 128MB ram + 128mb swap to install those apps from scratch. About max 10USD/yr.

Buy a domain from namecheap.

Can check out Lowendtalk.com or Webhostingtalk forum for tips and deals.

TS is clearly not a seasoned Linux user, A VPS would not be a wise option.

i would suggest NOT hosting with HostGator, they have been Brought out by EIG.and they are no longer a good option. standards have dropped.

save yourself a headache

TS, you can try crocweb.com or bigscoots.com, used them before and i am sure you won't have any issues

They have refund policy, so you can always get a refund.

I heard about that before signing up, and while standards have probably dropped (in what way?), they're still way ahead of GoDaddy and 1&1. Especially 1&1. Their control panel is bad, everything is bad, support is slow (website keeps showing only their phone no. and no email, and had to dig out myself online).

Qoxy is decent. A bit slow if you nitpick the server response times, but of course it's shared hosting after all.
