CPU can't start

My acer CPU is about 5 years or so. Recently I am not able to boot it up at all. I can on it and see the acer logo and it brings me to a page that says I need to choose repair or start normally. Either one I choose , it will just go to a black screen and nothing happens anymore. I tried to load acer recovery but it hangs at ' please wait a moment '. Is it safe to say that I the CPU died already ?

Worth to DIY a CPU just for home usage ? It's mainly for my parents who checks email , ms office. No gaming , Nothing fanciful. If so is there any recommended specs ?

not sure whats the problem, but i think can also be either Hdd or OS problem. if you want can try to reformat using the factory disc provided by Acer.

WD blue 1TB ~ $75
InWin BP655 + 300w psu ~ $99
Total $365 without OS with OS window 7 add $120 more...
