CPU: core count or clock speed?

Need your expert opinions for a development machine.

To run programming IDE like Visual Studio, Eclipse, Netbeans etc. mainly for web and mobile development.

Probably will run development servers (Apache, MySQL, PHP) and virtual machines in the background for testing and debugging. Most of the time will be typing codes and running incremental build to test out new codes.

What's the minimum CPU required without lagging? If choosing between dual core and quad core. Would I benefit a lot from quad core for the VM and servers running in the background?

Without ram u can't debug code with heavy input/output stream
So hoot 8 core and more ram
