Want to choose the right PSU to save electricity is to look at the PSU power efficiency curve, not just the power rating (Eg. 650W PSU may be most efficient at 300W load). PSUs with premium components will have lesser efficiency loss through wear and tear down the road too.

I test already.. No sound at all
Cannot see fans spin?

If not spinning is probably dead.

Last time, yes need see curve cause the efficiency drops rapidly at higher loads

Now is closer to a flat line at higher loads as shown in your graph so IMO, choose based on what components you expect to run now and a few years down the road

1) Flip the switch behind the power supply five times.
*Disconnect the power cord before doing this.
2) If still cannot power on than the PSU most likely dead.

That PSU model you are using dates back to 2015, depend what graphic card you are using.
Minimum at least 650 watt like either Seasonic Focus GX-650 $179 or Corsair RM750E $159.
(Fuwell price)

Not sure about TS psu model but did u enable hybrid mode if the model has it? The fan will not turn if not over certain load.

I either go with good tier Seasonic or Superflower PSUs because last time (10 year+ ago) I use FSP Aurum Gold (which was considered good) for many builds, and all of them 1-3 years start acting funny or deteriorated.

Ever since I went with Superflower no such things. Just turn off the hybrid mode can already.

I suggest try to remove the GPU and try with motherboard VGA see if you can boot into windows?

Without graphic card.. Can run meh?
By right most Intel chip (except "f" variant cpu) have integrated internal GPU or iGPU should be able to display the windows but not for gaming purposes.

Super old model
MSI Z87-G45
What PSU have you brought ? GPU diagnostics light up usually mean GPU problem. What model/age of GPU you have ?
I suspect it's your mainboard already since it's already very old. But if GPU also an old age model, you might as well replace them together.

I bought FSP Hydro G PRO Fully Modular 80+ Gold ATX 3.0 PCIe Gen5 PSU - 1000W
after asking my didi..... he say buy this, in case other part also gg.

My graphic card is ZOTAC Geforce GTX 1070, replaced at 2016.. Not very old...

Hmm.
when i push the power button . The gpu power and logo light up... MB chip fan move.. After 5sec it off
while the gpu power light still on so I assume there is power.
but cannot boot up.

cannot be ram issue right? but i did remove the ram and try 1 by 1 to slot in each..
sometime work the same as above but there is is some ram slot not able too...

*i will bring my gpu card to my didi there so test... but before there.. i still hope i can find out what problem la ;P
