CPU problem

Hi all experts,
when I on my computer, i have this "ti ti ti" sound coming from the CPU. If this happens, monitor is blank and i wont be able to get into Windows. But sometimes I can get in but half way the "ti ti ti" will occur again and whole cpu hang and black out.
What are the possible hardware problems?
