CPU throttled at 0.8ghz

Hi. I have a i5 4670 on my asus motherboard which only until up to now, I then realise that all the while it has been throttled at 0.8ghz. Tried changing min cpu core in bios to 38 but still it will only be 0.8ghz. This happens EVEN when i''m playing games like NFS and dota. According to task manager it is running at 100% at 0.8ghz. Even prime95 is the same. How do I fix this issue?

I dont think it will even run your games properly if it is at 0.8ghz.

On idle i believe it will be on 0.8ghz. But if games run on 0.8ghz you should be lagging all the way.

Use CPU-Z check?

mayb u minimise game, of cse will drop. try windowed mode

Maybe power saving mode is selected instead of balanced?

no idea what happened, i reset bios to default then okay alr. hmm. (power saving, speedstep all those i disabled already before. but still never work)
