Crossed 39 yo, need to do final IPPT/RT ?

My window was supposed to be opened in mid August 2013, but I only managed to clear my FFI for 39 years old in early december. I will be attending my 7th HK ICT in March 2014. Together with 4 LK ICTs, I have cleared the 10 years NS cycle by then.

At back of my mind is, can I possibly siam final IPPT/RT before hitting 40 years old (cause I am not officer). Without clearing my IPPT liability, can I MR ?

If you passed ur FFI and your MR is in 2015 then you have to clear your 2014 window IPPT.

yes... you can MR without clearing your ippt
i have friend who was supposed to be charged for not attending ippt, but when he tell them he MR liao. They just waive it off
