I think average 4 - 6 hours. 8 - 10, I agree, is the worst case scenario.

Where's the start of the queue? The policeman keep on announcing to go exit B which is the cathedral there. Should I listen to him or go floating platform?

City Hall Exit B leads you to the Padang waiting area where the queue starts. Floating platform is the turning point of the queue where you walk back to PH.

The passing under the bridge is rather comedic. Like traffic junction.
