current rig unable to boot, possible time to change?

hi guys.

currently my rig is unable to boot up. when start, the cpu gfx fans will all spin and after 2-3seconds, restart the whole system again. the cycle repeats. have tried removing all my hdd, gfx and even ram slot but just unable to start. could either be mobo or cpu i think coz my psu just changed like a year ago or so. psu is on 550w coolermaster.

anyway if i change my rig, i was looking at upgrading:
- cpu
- gfx
- mobo
- any casing that is air tight or will attract little dust (positive pressure kind)

as i have quite a fair bit of hdd (work commitments), i will require casing that can ventilate and store the hdd (around 10?) well. i prefer to keep them rather than change them to external hdd at the moment.

things to consider for this rig would be
- normal gaming (diablo, l4d2, fifa, football manager)
- rendering video / photo
- multitask prog such as adobe, excel, games and video rendering

budget would be around 800-1000 max i suppose. i may require the items mentioned above only. i will format one of my available hdd for OS again. not sure if i7 would be totally overkill coz my previous rig is i5 2500 and has done just fine as it is.
