@wtfh4x, I do not know what is your argument is about.
If you are arguing that budget works fine with most CPU.
However take note of the TDP of CPU, budget boards can handle CPU with TDP of 65 watts.

Any higher than 65 watts, a better board would be recommended.
A better board cost around $200 - $300, better components better reliable so won't
fail so easily.

Is $200 - $300 for a motherboard a lot? I don't think so, to RMA a motherboard can take a month or so.

Previous gen which I still have, the combo you brought maybe a Intel i5 4460 with budget z77 board.
Depending on chipset, Intel Z chipset are way expensive than H or B series.
PS if you feel expensive you can go for AMD instead.
Yup, apart from B560, budget boards have no performance impact with everything up to high-end CPU where the TDP is higher etc, but in the first place it is highly unlikely that someone is trying to use a H410 with an i9. In this case the i5 10400/11400 is 65W, so there's no issue. In the case of an Aftershock build, there's not really an issue with using a low-end board. The user won't know the difference and is unlikely to upgrade anyway.

$200 for a board to me is a lot of money to get stock performance out of a $250 CPU, especially if I'm not overclocking.

Build quality of the board aside, my question is can the H410 even run an i5 11400, i.e. Rocket Lake, in the first place? Intel specifically mentioned that the H410 and B460 will not be able to run Rocket Lake in their usual flair to get people to buy a new board for the new processors.

In addition, the build quality of the board is more critical to Intel CPUs than AMD ones. The reason is because of the high power consumption of existing Intel chips where most budget boards cannot cope and will throttle performance to keep temps in check. This issue was already present on motherboards running 400 series chipsets because Comet Lake and now Rocket Lake is pushed so hard that they can pull north of 200W easily. This is most evident with the i7 and i9. For Rocket Lake i5 CPUs, they are also known to be very power hungry. As compared to say the Ryzen 5 5600X which caps out at 88W (default boost limit), if you read up on the RKL i5 reviews, can be 100W more. By default, the CPU should throttle from their boost clock after 56 seconds, but I doubt budget boards can hold boost clock for that long. As a result, test results take a dive. If you say gaming for very long period of time, the effects of the throttling is going to affect the minimal framerate hard, which may appear as micro stuttering if it falls below a certain FPS.

For the Comet Lake i5, the issue is perhaps less severe. The RKL i5 however uses substantially more power. The supposed 65W is purely if you stick to base clock speed. At sustain boost clock speed, this can go up to 180W in the reviews I have seen so far.

Which is why I still stick to Intel 9th gen which I am still using.
I have older Intel 2th gen but that is to run Windows 7.
Intel TDP have shoot up to 125 watt which is way more than previous gen.

Intel 9th gen unless it is K part than it is at 95 watt else most of it are 65 watts.
So most of motherboard including budget one can run Intel 9th gen without any issues.
If anyone want to pair a decent CPU with cheap motherboard AMD would be better choice
than Intel.

However if the board build quality is poor especially the VRM, you will never know when the mobo will
fail.

Actually I doubt so. Intel have been pushing Sky Lake from 6000 series all the way to the 10000 series. With each annual push, they are whacking clock speed harder. So I don't believe the 8 or 9000 series CPUs sticks to their 65W TDP. It is possible they may be around 100W, since Comet Lake i5 consumes around 120+ W under CPU intensive load if I did not recall wrongly. If this sticks closely to 65W TDP, then the stock cooler will surely be able to handle the thermals. But from what I observed on my bro in law's PC where he Is running a 9400F, it was toasty hot when he plays CS Go @ 1080p. He told me that he noticed the temps hitting high 80s with the stock fan in an airflow case. I passed him a spare low profile cooler, Scythe Big Shuriken 3, and load temps plunged to mid 60s. But at 100+ W, I feel most budget boards should still manage, unless it is really poorly built. Now, its like close to 200W even for an i5, which starts to become a problem for low end boards.

I am using Intel i5 9400, stock cooler does not do a good job to maintain the temp.
I am using Cooler Hyper 212X to cool the cpu, idle is around 40 degree, load wise is around 50 - 60.
I am using a mid size Casing with 6 fans.
