As I mentioned in my post, the current generation Intel CPUs will be replaced by Oct/Nov and they will use a motherboard which has a different socket. Current generation Intel CPUs will not be compatible with the new motherboard. In my opinion, it's better not to buy the current generation Intel CPUs as they will be replaced very soon.
Check the brand and model of the power supplies that come with the packaged systems as a bad power supply can result in system instability and can even fry your system.

For the system build that i recommended above, you can always switch to a cheaper video card like a GT1030 or GT710 if you don't game or use demanding 3D programs. The CPU can also be switched to a Ryzen 3 1200. This will lower the cost of the entire system.
Although the Coffee Lake CPUs will launch in October. It will only be released with the more expensive chipsets motherboard. Budget mainstream chipsets motherboard will only be released next year 1st quarter.
So I think for budget build, no need to wait. You can go for Ryzen now.
