Data Recovery (URGENT)

I am asking on behalf of my friend.

He is trying to recover some photos which he accidentally deleted in Photos App. He tried to recover from his iPhone (Photos - Hidden & Recently Deleted Albums) and iCloud Backup but were unsuccessfully.

Is there any shop in Singapore or software that is able to recover data which has been deleted?

Are u willing to pay thousands of dollars to recover it?
