That means 1st and 2nd is zero. So the $5 fee is correct.

Just call in to ask for waiver. the minimum balance trigger is system run, so i'm pretty sure they'll waive for u, just ask nicely will do.

I heard the dividend credited will be counted as investment. I am still building my ssb. Will only know Jan 2019.

SSB minimum amount is $500. Not sure what this $3k minimum is.
