Typically sending side will charge some small fee per counter, and the receiving side will waive.

DBS side will definitely charge you, but beware SCB also charges for SGX incoming transfers.

How do I join as a DBS Asia Treasures member?
The DBS Asia Treasures membership is by invitation only. The membership may be extended to clients who (i) maintain Assets Under Management (AUM) of at least S$1.5 million with DBS and hold any DBS/POSB personal credit card(s), or
(ii) maintain AUM of at least S$5 million with DBS.


So, easiest way is to have $1.5m AUM AND have a DBS credit card.

You can only book limo for when you are traveling. But I know of unethical friends who have booked for family members.
Last time no limit to the number of trips. I don’t know about nowadays.

It seems that's the only promtioin for DBS Tresures and referral needs to purchase Insurance/Investmente to benefit from there. https://www.dbs.com.sg/treasures/pr...e-latestpromotions-mgm-programme-btnlearnmore. Otherwise there is no difference to you subscribe and join yourself as what I can see.
