Retail motherboards like asus , msi, asrock, gigabyte etc, you can boot up the pc and go into windows without any cmos battery installed (or dead battery), just need to press F1 to load defaults at Post screen. The cmos battery is simply for keeping date/time and your settings. Without cmos battery (or dead), it will still boot into windows.
For oem/branded desktop/laptop like dell etc, majority will still boot into windows without any cmos battery (or dead), but some may not boot though.
