just bought a asrock z87 extreme 4 mobo, did external build with rams and CPU installed only, plugged in PSU 8pin CPU and 24 PIN mobo power .

tried to start up , but PSU fans didn't even spin, PSU is confirmed working cause i tested it with another build.

is this a dead mobo?

Nowadays psu during low load the psu fan will not spin.

After u plug everything in, did u try to short the power jumper on the mobo?

I think it will be helpful if you state whats the psu brand and model.

Certain psu fan wont turn on till it heats up a certain temperature at certain loads.

seasonic g series PSU, cpu fan header put onto mobo also

Check all your connections. Try removing the PSU and do a jump start by doing a paperclip test. Search on youtube "PSU paperclip test"

Once done if really the fan moves, then somewhere in your mobo or connections have been shorted.

Did you short the correct pins to boot(plug the POWER ON switch to the correct pin) ? Boot with 1 RAM and you see nothing on your screen ? It may take a few seconds for the cpu fan to start spinning for some BIOS.

If you have done these correctly and stll cannot, it's advisable that you dismental everything and bring back to the shop and ask them to do the test.

Did u plug in the CPU fan connector to the correct socket (the one labelled CPU_FAN)? It won't start at all if you don't. I damn stupid last time forgot this and plug into another PWM header then wondering why cannot start.

I'm using superflower 500w with Asrock B75M-DGS, when I first DIY, there's no display when I forgot to connect the ATX 12V Power Connector on the motherboard...

TS did not mention whether he connects the VGA/DVI port to the monitor. How he knows the pc didn't power up?
