When I pressed the switch on button, my desktop CPU had red light blinking and my computer did not respond. I switched on again, a loud sound and some smoke came out from my CPU. I only want to retrieve my documents from my desktop. If bring to shop and ask the person to retrieve documents for me, how much should it be so it is reasonable? Or is there other things I can do? PS: My desktop is super old..

Get a external USB hard disk dock. remove the hard disk from your CPU. Plugin to dock and USB to another PC/laptop.. This will cost you like $50 onwards.. from your symptoms, its probably power.

Likely TS HDD is IDE loh, HDD docks are for SATA only.

Can get this IDE/Sata to USB adapter for less than $30.

There are IDE docks or adaptors.. still avaliable in stores.. I recently got one powered USB cable for SATA and IDE HDD. Less then $50..
