I'm no expert but I will try to remove the HDD and either:
a. Attached it in another CPU to see if can copy over whatever you need to the new CPU HDD.
b. Buy a external case for the HDD and connect via USB by using another CPU.

IMO, it is your Power Supply that is defective, so your HDD should be still OK.

Just my 2 cents.

You probably have the older parallel ATA hard disk. May have difficulty finding an external HDD enclosure now. Need a PATA to SATA adaptor too.

If no hard disk failure probably 50 bucks will do for shop labour charge. A friend with a pc can do for free!
