I'm planing to change my Dell's Windows 7 to Windows 8.1 (fresh install) so if I want to transfer my Dell's Windows 7 OEM key to another PC, do u think it can be re-activate?

What you want to do is considered illegal and not in compliance with M$ agreement.
Yes, technically it can be done.

Ya, been reading about the M$ T&C. Anyway, not going to resell the key, just wanna use it to upgrade my other PC which still running on XP so that's why I plan to upgrade mine to 8.1 and then upgrade the other to 7 so it will not be wasted. :)
