My 4 year old desktop when i on it will just get stuck at this screen. Which faulty parts might be causing this problem?

I am using windows 10.

reseat the parts and boot again. boot up with the minimum, remove any usb devices.

if still fail.

if have spart parts. boot up with different part, one at a time: hdd, gpu, rams, etc.

reinstall Windows ?

Remove your MSI R7950 and use onboard graphics. If you are able to boot to desktop, then likely your R7950 kaput.

Hahaha. Few mth back, I had this problem too. Sometimes it went into window logo and hang there. Did a format install Windows. All OK.

Started to come back yesterday. Did a system restore, solved. Today came back, stuck at window logo

I was using crucial ssd x2 running raid 1 previously when I first got this issue. After that, I changed to Samsung 850 X 2 in raid 1 too. Now still same issue.
