desktop error not booting up

hi having issue with my desktop of around 6 years hoping for some guidance here.

my desktop just shut down in the midst of work and it won't turn on again. there is power to the motherboard but when turned on there is just a short flash of light on the cpu cooler before everything is off again. currently using a Corsair h100i gtx not sure if it's the cooler causing issue?

Specs of the PC? If unsure can take a photo of the PC interior.

hi it's been a while since I built it but specs along the lines should be as per below. I've also added in a video link of what happens to the CPU cooler when turned on.

CPU: i5 6600k
cooler: Corsair H100i GTX
ram: corsair ddr4 32gb
GPU: evga gtx 970
PSU: evga 650w

Most likely power supply issue, best bring to a shop change for you to make sure it is working.
As the next culprit could be RAM.
