Desktop keep rebooting itself before bios

My desktop shut down itself suddenly. And when I tried to power it on,it goes through this boot loop(light + fan working, but shuts down after few secs then boot up by itself and goes through this cycle repeatedly) all this with nothing on display(black screen). Cpu/ motherboard issue?

Basically, I've deduced that it's either cpu or motherboard issue(tried changing psu, reseat rams) but how do I find out? Sorry, not that good at hardware.

You got spare PSU to try?
As for rams, you clean the gold edges with eraser and try 1 piece at a time?

its motherboard issues, have some forumer did complain on this issues b4. end up their issues is the mobo.
