Desktop restart loop

My desktop is going through a restart loop now.

Without PCI-E Graphics card, can start up normal.
PCI-E Card plugged in without 6 pin power, black screen.
With PCI-E Card, restart loop.

What should I do next to determine the problem?

Ah.. that's a little troublesome..

I figured out the bios I flashed was bad. How to install another bios into the Graphics Card?

I have an ASUS R7 260X DirectCu II

Bootup with onboard gfx (PCI-e gfx card already removed), go to mobo bios and set onboard gfx as primary or first display.....

Save and exit, later shutdown and power off.....

Put back PCI-e gfx card with 6 pins power connected but monitor still connected to onboard gfx, power up.....

Hopefully it will POST so that you can flash gfx card bios again.....
