What is the difference between fan hub and fan controller?

If I want my exhaust fans to run at a lower rpm than my intake fans, so what should i get?

Software vs physical controlled. Both meets the objective

Just to check for fan hub, the software will show each individual fan connected to the hub or show all as one single fan?

As single fan cos one port. Bios will set fan speed if pwm type

so fan controller will be better for controlling individual fan speed
