there should be some self social awarness, just like atm.

if you have more than 10cans, requeue for the remaining cans. max 10 per queue.

when you have more than 2 transactions at atm, requeue for remaining transaction. max 2 transaction per queue.

10 cans is an inefficient number. The refund process itself takes about the same time as 3 cans or so. If requeue after 10, is wasting more than 30% of the time.
