i saw a bangala carting 3 full trash bags of cans/plastic bottles and getting 12 dollars at lau pa sat.

3 FULL BIG trash bags, for 12 dollars.

thats a great tradeoff, they get to earn some pocket money and help us recycle the bottles/cans.

and for 12 dollars, its an amount small enough not many would do it but those bangalas and aunties/uncles would. So no one is "fighting" for these recyclables.

whats the problem here?

Some ppl here rather laze around and let the radish rot in the ground than to let other ppl earn.

In Europe, where this nonsense was badly copied from, there are people digging up trash cans to find such bottles, especially at tourists spots where tourists do not know of the recycling machines which are commonly found in supermarkets. And if you look at these people, mostly are middle eastern

Read AMDK culture where they got such things, one practice is that if you dun want to return, just place the can beside the thrash bin instead of throwing into it.

Make it easier for those who want to collect.

That’s why people who say that govt should just allow any cans to be recycled, even those without the 10 cent return label, dont consider that this will just make the bcrs scheme lose money

BCRS sourced income is not taxable as it is considered a deposit refund - even if the collector is not the one who placed the deposit.

It is cost neutral to the government since taxes (gst) was already paid on the item

True. But fundamentally the amount a person can recover from BCRS machines - unless it is on a semi industrial scale is unlikely to put one even close to the realm of sole taxable income.

It is no loner cost neutral if they do that. The cans are not worth recycling for 10c. The deposit keeps the scheme viable.

Once the scheme matures enough it may become viable to collect non scheme cans at maybe 1.5 or 2c each. But it is a catch 22 since by the time the scheme matures, there will be no significant supply of non-scheme cans.

Authorities urge responsible participation​

Responding to queries from Shin Min Daily News, the National Environment Agency (NEA) and BCRS said they had taken note of public feedback and urged members of the public to participate in the programme in a responsible and considerate manner.

NEA said rummaging through public rubbish bins, taking items from them, and leaving or dumping rubbish on the ground are illegal acts and that they would take enforcement action against violators.

"When participating in the beverage bottle and can refund programme, the public should also do their part to keep common spaces clean," said the authorities.
