They either raid the dustbins or have contacts with trash collectors or work for those trash collectors NOT the garbage trucks

That means those pick ups picking up trash from dustbins along the road.

I think they bring back to HQ to.sort out the trash and somehow these people pick all the eligible cans.and bottles
