Hi, there are so many variables. to start you off, maybe you could take a look here to give you an idea of what you want in a system. From there you could then read reviews online to see if it suits your needs and budget.

For case, it depends on what motherboard you want. The normal sized motherboard would be ATX that would fit in a mid- or full-tower chassis.
For powersupply, take a look at Superflower. They make reasonably cheap but reliable PSUs.

The rest would be able to help with specifics if you are not inclined to researching stuff yourself

CPU+ Mobo: ASROCK H81M-HDS + i3 4160 (230)
RAM: G.SKILL/KINGSTON PC 12800/1600MHZ DDR3 CL11 VALUE RAM (8GB) (100)
GPU: ZOTAC GTX 660 SYNERGY EDITION (189) (lazada.com)
HDD: TOSHIBA 1TB 7200RPM (69)
DVD-RW: LG 24X DVD-RW SATA OEM (25)
PSU: THERMALTAKE SMART SE 530W (75)
Case: CM K282 / K350 / K380 (55)
OS: WINDOWS 7 HOME PREM (120)
Monitor: DELL S2340L (199)

Total cost: $1062

Unless otherwise stated, buy at PC Themes, #04-15, and ask for discounts. DIY yourself. If you can't into DIY, get PC Themes to assemble for you for a fee.

Notes:

1) This rig is capable of playing CS and LOL smoothly at max settings in 1080p. However, gameplay experience may vary for Steam games.

2) Due to a severe lack of budget, this rig does not come with a SSD. Consider getting a SSD in the future as using an SSD as the boot drive can enable you to enjoy fast boot times and loading games into the SSD will enable you to have fast in game loading times.

3) Got any old computers lying around in your house? Consider reusing old parts like DDR3 RAMs, DVD-RW, HDDs into your new system to save $$$.

Should I ignore the limits on the budget? $1000 with monitor makes for a really tight budget, you know.

Also, got any old computers lying around?

1) It would be cheaper if you buy from one shop and open mouth to ask for discount.

2) How old is old? Are you and your family still using these computers? Briefly list the specs of these computers and if using OEM, state brand and exact model of OEM system.
