Gaming wise not much impact unless you are looking for the latest direct X to go with.

Whether is it feasible or not to get a win 8.1 or win 7 is entirely up to you.

To people, some felt that 8.1 has terrible UI. Which was nust a small fix away by installing the start button and it all becomes win7.

There is no right or wrong in os selection and depends on what user likes. Of cause win 8.1 comes with good perks such as new features.

R9 280 may be cheap. But i will recommend 970 for bf4 and fast fps. Since a budget of 1.5k it is still much better for ts to go for 970.

Among all only the gpu is a big discounts. If you are comfortable to pay a little more then you are good to go.
