diy PC cannot power on

harlo looking for help. TIA to all experts.

after finish building my diy PC, when try to power on:

1. PSU fan, front fan, side fan start spinning.
2. the CPU fan jerk a bit then don't move.
3. can hear HDD and CD drive got sound.
4. no POST beep.
5. after five seconds, auto power off.
6. then three seconds, power on again.
7. repeat from 1.

i have tried only the 24pin and 2x4pin power cables connected, same as above.

google a bit, try connect CPU fan to SYS_FAN slots, the result is no activity at all when press power button.

does this mean the mobo is cui already?
can i bring back to SLS shop to exchange or have to go to manufacturer?

gigabyte b85m-d3h
intel i3 4150
corsair 8gb ram x 1
thermaltake 550w psu
WD black 1TB
no gfx card yet.
CD drive

Check your connections. Try this

Clear cmos.

Next is remove your CPU and check for any form of bend pins on mobo, if there is bend pins please send back to the shop if it is less than 7 days old, else distro. If no bend pins then remount it. Make sure the Intel CPU golden triangle is at bottom left corner orientation. Next is the Cpu cooler is attached to a 4 pin connector that states CPU fan.

Mount back Intel heatsink. If it is a 3rd party cooler do not over tighten the screws or knobs.

If still fails check the PSU. Do a simple jump start using a paperclip test. YouTube it .

If you confirm all pass then bring the board back to cdl trading and do the RMA.

royfrosty, thanks for your post.
still couldn't find out what the problem was, so brought to SLS to troubleshoot.

in the end is i self-pwn by putting an extra mobo standoff screw, which caused short circuit.

thanks to nigel @ SLS #02-32 for figuring it out.
