It shall be assumed that you are using 3D Max with V-ray. Also, as I am not too sure of the effectiveness of OpenCL drivers with V-ray, this rig shall be a CUDA based rig.

CPU+ Mobo: MSI H97 PC MATE + i5 4690 (427)
RAM: 2X CRUCIAL PC 12800/1600MHZ DDR3 CL11 VALUE RAM (8GB) (194)
GPU: ZOTAC GTX 970 4GB TWIN FAN (469)
SSD: SAMSUNG EVO 850 250GB (198)
HDD: TOSHIBA 1TB 7200RPM (69)
DVD-RW: LG 24X DVD-RW SATA OEM (25)
PSU: SEASONIC S12G-NON MODULAR 550W (105)
Case: CORSAIR 200R (85)
OS: WINDOWS 7 HOME PREM (130)

Total cost: $1702

Buy at PC Themes, #04-15, and ask for discounts. DIY yourself. If you can't into DIY, get PC Themes to assemble for you for a fee.

Notes:

1) As 3D Max is incapable of using hyperthreading for significant performance improvements, the fastest i5, the i5 4690, is used instead.

2) 16GB RAMs are included for your rendering needs.

3) A Samsung 850 Evo is included as the fast read/write speeds of the SSD will enable you to be able to open/save large 3D models faster.

4) Due to a lack of budget, a GTX 980 is not affordable. A GTX 970 should also do just fine.
