The factory process is similar to making fish fingers. You can watch the video below. Except for fish fillet patties, they cut it into a larger square shape.

It's real fish meat compressed together, frozen, then use strong mechanical cutters to cut the square patty shape. Whole process is automated, including putting on the external breading and subsequent frying.
