If we have 2 2070super gfx card, one brand has only 2 fan while other brand has 3 fans. Power consumption of the 3 fan card is 25w higher than the other. Does it mean that more heat is produced when the card blows out air? Thanks!

Chances are, the 3 card Fan has a higher clock / voltage. If you set both cards to the same settings, they will generate the same heat.

When I was mining cyrpto currency in 2015 my room would turn into a sauna with the mining rig. Load was around 950 watts for 4 cards.
