why can't these stupid dog owners leash their dogs at all times unless it's in a dog park? I've heard many dog owners say that their dogs are well trained and won't make a dash for it.

Your dog is still an animal and they operate out of instinct at times.

I once encountered a dog owner who crossed the traffic light without a leash. There was another dog that was coming from the other side that tried to bite this dog. Needless to say, the dog got scared and made a dash into oncoming traffic.

Thankfully the owner managed to run and catch the dog in time.

Some people don't deserve to keep pets.
