6 day's rental could be as low as NTD 9000 for Toyota Vios, or NTD 13000 for Toyota Camry.

My driver quoted me NTD26500 for 6 days, Toyota wish, almost same route as yours. Except we start from Miaoli > Taichung > Cingjing > Hualien > Yilan

If you plan your itinerary this way you can include cingjing
Day 1-iairport to Taichung
2nd day - Taichung to Sunmoonlake to Cingjing,
day 3- cingjing to taroko gorge
