I recently bought an item from eBay US using a USD Payoneer debit card.

The item cost was $225 but I actually ended up paying $243. My debit card normally charges 1%, so that means the eBay transaction alone was $240.60, which is about 6.9% of the actual cost.

Looking at the debit card transaction it says vendor used PayPal.

So is the reason for high transaction fee due to PayPal? Or could it be due to some other reason? How can I minimize transaction cost in the future? Any advice is appreciated.

There is no currency conversion. I paid for USD goods using USD debit card.

if u use USD to buy USD goods, shouldnt there be some form of receipt (even if in online form) breaking down the fees and charges?

honestly theres no point guessing, it is better to check the receipt if there is one. if not , probably can request from ebay for the proper break down of charges and fees.

I will make a request. Currently no other information shows on the receipt.

possibility - you thought you were paying USD, but somehow you ended up being billed in SGD

thus suffering fx conversion twice: USD to SGD by the site, then SGD back to USD by your card

but yeah, there's no point guessing. get the receipt and find out for sure

This sounds like how it must have happened. I tried contacting ebay but I can only call them - no email or chat facility. ebay SG has a chat facility but have to try tomorrow.

Shipping charges ?

No it was free shipping for this case.
