Based on the information available, it appears that Eight Telecom does not support sending outgoing SMS messages from Singapore to overseas destinations.

Several sources, including Eight Telecom's own FAQ page, explicitly state that their plans do not include outgoing SMS when roaming, although receiving incoming SMS is not an issue. While their plans offer features like roaming data and international direct dialing (IDD) calls, outgoing SMS is a noted limitation of their service.
