Anybody know why a QC 3.0 charger can sometime charge PH-1 rapidly, sometime can't even charge?

Original charger for XiaoMi Mi6, Nokia 8, Nokia 7 plus, 3 ports QC 3.0 wall charger
- sometime show "Charging rapidly" and is indeed charged rapidly.
- sometime show "Charging slowly" and it is not charging actually.

Original charger for Lumia 950XL
- always show "Charging rapidly and it indeed charged rapidly.

Will the PD port of << this wall charger >> able to charge the PH-1 rapidly?

Just applied the XtremeGuard Spartan Tempered Glass, not recommended as got white spaces around the edges of the glass. Fortunately the white spaces can be removed using the olive oil trick, now still look quite OK.
Don't know if the result is permanent?

My aukey qc2.0 and tronsmart qc3.0 works perfectly. I'm using a certified type a to type c cable through.
